The Joint Transportation Management System (JTMS) will drive Department-wide business reform by integrating transportation and financial processes at the transaction level to optimize transportation and financial management of the Transportation of Things. Other benefits include improving auditability and eliminating many existing transportation-related applications. (Please see attachment "JTMS Background" for more details.)

Mission Statement: Provide the Department of Defense (DoD) with innovative, integrated transportation and financial management solutions leveraging process improvements and proven technologies supporting national objectives to achieve transportation financial auditability.

Vision Statement: A fielded Joint Deployment and Distribution Enterprise (JDDE) solution, which integrates end-to-end transportation and financial processes to achieve auditability, transparency, and optimized resource allocation providing warfighter competitive advantage.

Currently, the JTMS program is working with DoD services and agencies to capture as-is transportation and financial management processes. JTMS recently conducted an analysis of potential material solutions to inform materiel solution selection. The analysis report assisted the United States Transportation Command (USTRANSCOM) in defining the JTMS material solution and will be provided to the Under Secretary of Defense for Acquisition & Sustainment as the Milestone Decision Authority (MDA).

USTRANSCOM is seeking information from industry regarding future program needs (e.g., Business Process Reengineering, Change Management, System Integration). In the coming weeks, USTRANSCOM will release various requests for information and supporting artifacts which will support the acquisition and overall solution approach. Information obtained from industry will assist the Government in understanding the capabilities available in the industry marketplace and ensure functional requirements reflect the current state in industry.

_____________________________________________________________________________

USTRANSCOM will host a virtual Industry Day event for the JTMS program, with the goal of engaging with industry to provide an overview of the requirement on Wednesday, 08 February 2023 at 0830 Central. This will be an opportunity for the government to inform industry on the current status of the program and its acquisition strategy. Registration for the virtual Industry Day is not required, but firms planning to attend should email transcom.scott.tcaq.mbx.jtms@mail.mil with their firm's name and contact information. The virtual event can be accessed via DoD TEAMS at the following:

During the March 8-10, 2023 engagement in McLean, VA 22102, USTRANSCOM plans to conduct a Reverse Industry Day.

Given the information provided to date regarding the JTMS program, registrants should present their knowledge and perspective relating to fielding a commercial Enterprise Resource Planning (ERP) solution specifically, Transportation and Financial Management capabilities across the Joint Deployment and Distribution Enterprise. The government is looking for a presentation where industry provides their input on the how the Government should approach the JTMS effort, considering the draft Performance Work Statement (PWS) performance areas. Registrants should identify any high-level risks and concerns that may be applicable with the requirements as currently written. General capabilities briefings not relevant to this specific requirement are prohibited. USTRANSCOM intends to provide registrants approximately 30 - 40 minutes to present to the JTMS team. Specific time allotted will be provided closer to the actual Industry Day event and time allocations may be adjusted due to time and limitations based on the number of qualified registrants.

This is not an opportunity for industry to pose their questions regarding the JTMS requirement to the government.

To attend, prospective bidders must register intent to attend by emailing transcom.scott.tcaq.mbx.jtms@mail.mil no later than 16 February 2023 by 0900 Central Standard Time (CST). Update

As the Government works to fully prepare for the implementation of a Joint Deployment and Distribution Enterprise (JDDE) wide Joint Transportation Management System (JTMS), the program has several ongoing actions:

  • The Joint Program Office (JPO) is continuing to work with JDDE stakeholders to thoroughly define the as-is business processes, systems, interfaces, and data through development of enterprise architecture. The JPO is defining as-is processes in an incremental approach across the various lines of business (e.g., Airlift, Sealift, Freight).
  • In June 2023, the JTMS program was granted approval to enter the Functional Requirements and Acquisition Planning Phase in accordance with DoDI 5000.75, Business Capability Acquisition Cycle (BCAC).
  • The JTMS program has initiated efforts to begin Business Process Reengineering (BPR) activities and awarded an IDIQ in July 2023 to CeLeen, LLC. The BPR work will follow in an incremental approach similar to that of the enterprise architecture work, utilizing the developed architecture models to fully understand, analyze, and reengineer existing processes in a system agnostic approach. BPR work from a design and development standpoint will continue under the future JTMS implementation contract.
  • Acquisition and Consultant support for the JPO was awarded in July 2023 to RevTek Solutions, LLC. The work under this effort will support the JPO in developing critical documents as we continue through the BCAC phase(s) in accordance with DoDI 5000.75.

With these on-going efforts in support of the JTMS program and eventual implementation contract, USTRANSCOM is providing the following notional* dates regarding the implementation contract:

14 September 2023

Update

The Government released a draft solicitation for industry feedback on 14 August 2023 which closed on 28 August 2023. The Joint Program Office (JPO) received noteworthy feedback from our industry partners in response to the draft solicitation documents as well as the draft Performance Work Statement (PWS). As the Government continues its review of the feedback received, we are working to update the requirements and solicitation documents accordingly, in preparation for a second release of the draft solicitation.

During USTRANSCOM IT Programs and Support Services Division 3rd FY23 Industry Forum, held on 30 August 2023, it was briefed that the notional dates for the secondary release of the JTMS draft solicitation would be late September 2023 and the pre-solicitation conference to be held the week of 10 October 2023. Due to the on-going efforts of the JPO to refine and improve these documents, these notional timeline dates will be postponed.

Understanding that advance planning may be required for individuals attending the pre-solicitation conference, the Government will provide industry partners a minimum of 20 calendar days notice prior to the rescheduled pre-solicitation conference.

Pre-Solicitation Conference Structure:

Notionally, the intended structure of the pre-solicitation conference will be designed to provide industry with the second draft solicitation for their review prior to the conference. The conference will then be held in a format that will provide time for a general overview session from the Government, with an opportunity for scheduled one-on-one engagements with interested industry partners. The response deadline for feedback on the draft solicitation will then allow for feedback from the pre-solicitation conference to be included.

_____________________________________________________________________________

17 October 2023

Pre-solicitation Conference

USTRANSCOM is hosting a presolicitation conference to accompany the second release of the draft JTMS Implementation solicitation. This is an opportunity for prospective offerors to share feedback and their experience with the JTMS Joint Program Office (JPO) to further refine the solicitation.

The presolicitation conference details are as follows:

When: November 7 8, 2023

Where: The Regency O'Fallon, 400 Regency Park, O'Fallon IL 62269

Time: 0800 1630

The conference will begin with a general session on 7 November providing an overview of the solicitation requirements and methodology. Scheduled one-on-one sessions with the JPO will immediately follow and continue through 8 November 2023.

Interested parties who plan to propose on the future JTMS Implementation contract, along with their expected teaming partners are invited to register for this event. Registration for the event does not guarantee a one-on-one session as time and space are limited. Schedule and time constraints for the one-on-ones will be provided closer to the event.

This engagement is an opportunity to discuss the JTMS Implementation solicitation and further inform the acquisition from prospective offerors.

This engagement is NOT an opportunity for industry to:

  • Provide an overview of capabilities
  • Discuss future or current contracts in support of the JTMS program (e.g., future Organizational Change Management contract) or other contracts within USTRANSCOM.
  • Discuss potential OCIs of other prospective offerors

To attend, prospective offerors must register their intent to attend the general session, as well as request for a one-on-one session, by emailing transcom.scott.tcaq.mbx.jtms@mail.mil no later than 24 October 2023 by 1200 Central Standard Time (CST). In your registration request, include your firm's name, POC, CAGE, as well as your partners' and/or subcontractors' names. Due to time limitations, prospective offerors should register and attend as part of their planned team (e.g., teaming partners, planned subcontractor). Further information regarding your one-on-one session will be provided following registration. Time slots are limited, and registration does not guarantee your firm a one-on-one time slot.

Request for Information - Price Evaluation Methodology

Response Date: 11 December 2023 at 1200 Central Standard Time (CST)

As a result of the presolicitation conference one-on-ones and the written responses to the draft solicitation, USTRANSCOM is seeking additional information from industry with respect to the cost/price evaluation methodology. USTRANSCOM is requesting industry respond with a white paper, not exceeding two pages in length, to the following problem statement. Additionally, we are looking to host virtual round table discussions the week of 11 December to discuss our problem statement and each respondent's white paper submission.

Problem Statement:

The Government is required to evaluate price or cost in every source selection as stated in FAR 15.3. The proposed materiel solution and implementation approach/schedule will differ for each offeror and proposing a total price for a period of ten years is impracticable and can only be done with a low level of certainty. Industry has expressed concern with the materiel solution/software pricing for a period of 10 years, as well as the Government's pricing approach for developing a Total Evaluated Price and/or probable cost for each offeror. Within the JTMS acquisition strategy, we have an opportunity to explore different alternatives to evaluating price and reaching a fair and reasonable determination. USTRANSCOM is seeking industry's assistance in:

  • Identifying necessary price and/or cost elements to include, but not limited to licensing fees, implementation and sustainment costs, and maintenance fees.
  • Determining the best methodology to effectively evaluate cost and/or price considering each offeror's unique software solution and technical approach.
  • Determining alternatives to proposing price and/or cost elements for a ten-year period.

Interested parties should submit a response to our office no later than 1200 (Central) on 11 December 2023. Include your company's name, point(s) of contact, and desire to participate in a virtual round table discussion with the Government. Please submit all responses via email to transcom.scott.tcaq.mbx.jtms@mail.mil. The purpose of each virtual roundtable is to discuss price evaluation and methodology only; as such, no other JTMS-related topics will be discussed or entertained.

The round table discussion will consist of Government employees from USTRANSCOM, as well as non-Government personnel from RevTek Solutions LLC. RevTek personnel have executed a non-disclosure agreement (NDA) where they agree to: (a) Use only for Government purpose any and all confidential business information, contractor bid or proposal information, and/or source selection sensitive information; (b) not disclose non-public information by any means to any person except to a US Government official with a need to know or to a non-Government person who has a need to know related to the immediate contract/order, has executed a valid NDA, and receives prior clearance by the contracting officer; (c) not use such information for any non-Governmental purposes; (d) store the information in such a manner as to prevent inadvertent disclosure or releases to individuals who have not been authorized access to it; and (e) advise the contracting officer in writing, should they become aware of any improper or unintentional release or disclosure of non-public information.

Furthermore, as stated in their contract, RevTek is ineligible to perform work which relates or involves the future JTMS Implementation acquisition as a contractor or subcontractor for a period of 3 years after conclusion of their contract.
