Industry Day #3 will be held on 16 March 2020. We will be hosting a general session only for this Industry Day. Col Luke Cropsey (MMIII SPM) and Col Jason Bartolomei (GBSD SPM) will discuss the governance processes in MMIII and GBSD. The intent is to provide Industry with an understanding of battle rythms and ICBM governance.

Industry Day #3 will be limited to those intending to Prime on ISC 2.0. Please RSVP to afnwc.pzbc.isc2@us.af.mil by COB 10 March 2020 for time and location.

We ask each prime to limit the number of attendees to no more than 7 individuals. We will also provide a call in number for those who cannot travel.

Additional Notes:

Draft PWSs contain red numbering periodically throughout the documents. These are acting placeholders for CDRLs that will be populated once the CDRL package is completed.

The Government is preparing 1 additional Special H Clause. This clause will provide a means for the ISC 2.0 partner to propose cost saving strategies (during contract performance) and the Government (after approving the strategy) to provide a shared portion of the cost savings resulting from that strategy back to our ISC 2.0 partner. A draft will be uploaded once completed.

We thank our Industry Partners for the feedback on draft Sections L & M. We are in the process of reviewing and incorporating changes. The next updated draft Sections L & M will be uploaded for viewing once completed.

Also, previously the Government established a 60 day proposal preparation period from RFP release. We ask, after reviewing the documentation provided up to this point, if Industry believes a 45 day turn around would be more appropriate. Please submit comment to the above email.

Tactical Pause to Update Evaluation Criteria

The desire of the ISC 2.0 team is to remain transparent and open with the interested offerors on this effort. As stated in our previous message, we have been directed to take a tactical pause in order to review our Evaluation Criteria. While that pause is ongoing and the team continues to work this strategy, it was our desire to be keep the interested offerors up to speed on our developments. We desire to share the fact that the changes being made to the strategy and Evaluation Criteria center around adding some technical areas into our Evaluation Criteria. As we continue to develop what that is going to look like, we will strive to be transparent with the potential offerors. We still intend to release a Draft RFP and ask for comments prior to releasing the full RFP. We hesitate to give timing on this due to the team not being able to guess very well in the past. We will strive to keep you up to speed as things progress.

Updated High Level Source Selection Strategy

**********************************************

The ISC 2.0 team desires to be as transparent and open with industry in the pre-RFP portion of this Source Selection as possible. We realize that it has been a while since we have released any updated information in regards to our strategy and updates to Sections L&M. As the team was getting ready to release the updated Sections L&M, we were directed to take a tactical pause to look at the evaluation criteria. Based on this pause, there have been some additional changes made to the strategy. While the team is still in the process of working out the details of this updated strategy, we desired to let industry know of the top level decisions that have been made in order for industry to plan and direct their efforts in the right direction. It is still the teams plan to send out a draft FRP for comments when all of the documents are ready, but in the meantime we wanted to give you a preview of what is to come with more details to follow as they are developed and approved. Please see the attached PowerPoint slides that lay out the top-level updated strategy and we will work to get the completed draft documents out as soon as possible.

No Earlier Than Date for Final FRP Release

**********************************************

A request has been made that we submit a "no earlier than" release date for the final RFP in order to help industry plan for the Fall. In order to accommodate this request, we have no intentions of releasing the final RFP prior to 4-November-2020. At what point it will be released after that date will be dependent on when the strategy, documents, and approvals are ready to go.

Final Draft RFP

**********************************************

Please see the attached ISC 2.0 Draft Request for Proposal (RFP) with associated attached documents. We are planning on holding 1 on 1 sessions with each interested offeror on Thursday October 8 starting at 9:00 AM Mountain Time. These calls will be on the hour and will last for no longer than 45 minutes. Please contact Kyle Chase to get a time slot. They will be given in a first come, first serve manner. During these meetings, the offerors can bring forward any questions, comments, or suggestions that they have in regards to the updated draft RFP. The full requirements for Factor 1 in Sections L&M will be released with the Final RFP. The team has been directed to give the topic of each of the 3 Sub-Factors but not to release the content until the Final RFP.

An updated GFP List will also be added to beta.sam when a finalized list is ready.

Attachment #9 Labor Category Mapping is a Microsoft Access Database. Beta.sam does not allow us to post these file types. I have attached a picture of what these databases look like and am in contact with beta.sam to see if we can get an exception. If not, I will have to email them directly to all interested offerors.

1 on 1 Meetings

Updates Post 1 on 1 Discussions

**********************************************

The government has updated the language in Section (3) (d) and (3) (d) (iii) of the OCI Clause H001. The updated Clause is attached. The OCI language in Section L and the Basic PWS was also updated to reflect the timeframe in which OCIs must be resolved. All OCIs, both at the Prime and Subcontractor level will be required to be identified in the Prime's proposal along with a plan as to how they will mitigate, neutralize, or avoid the potential OCI prior to contract award. OCIs will not be allowed during the contract transition period.

For proposal pricing purposes, the contract start date will be 21 December 2021.

The requirement for the professional Employee Compensation Plan language in Sections L&M have been updated requiring offerors to describe the proportion to which benefits are employer paid vs employee paid.

Update with Additional Information

There were several interested offerors that asked if there will be a requirement for Contractor-site SCIFs at the beginning of performance on ISC 2.0. The answer is no. There is no requirement for Contractor-site SCIFs at this time.

In the previous notice, it was stated that The requirement for the Professional Employee Compensation Plan language in Sections L&M have been updated requiring offerors to describe the proportion to which benefits are employer paid vs employee paid. This notice is rescinding this statement. The ISC 2.0 team has not finalized the wording in these portions of Sections L&M. Whatever language the team decides on will be in the final RFP and this will be the requirement and how it will be evaluated.
