Indefinite Delivery/Indefinite Quantity Contract for Architect-Engineer Services for Architectural Projects at Various Locations Under the Cognizance of Naval Facilities Engineering Systems Command, Pacific

Background
The Naval Facilities Engineering Systems Command, Pacific is issuing this solicitation for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for multi-discipline Architect-Engineer (AE) services focused on architectural projects at various locations.

The goal of this contract is to procure highly qualified firms to provide design and engineering services for military construction projects, ensuring compliance with federal regulations and standards.

Work Details
The contract encompasses a wide range of design and engineering services for architectural projects, including but not limited to:

- Execution and delivery of Military Construction (MILCON) project documentation (DD Form 1391)
- Functional Analysis Concept Development (FACD)/Design Charrettes
- Final Design construction documents
- Technical surveys and reports such as site engineering investigations, topographic surveys, geotechnical investigations, hazardous material surveys, munitions of explosive concern (MEC) surveys
- Cost and Schedule Risk Analysis (CSRA)
- Construction cost estimates
- Comprehensive Interior Design (CID), including Structural Interior Design (SID) and Furniture, Fixtures, and Equipment (FF&E)
- Collateral Equipment (CEQ) Buy Packages
- Post Construction Award Services (PCAS).

PCAS includes technical consultation during construction such as review of construction submittals, response to RFIs, site visits, and other miscellaneous services. The types of architectural projects include multi-unit dwelling/lodging complexes (BEQ, BOQ), administration buildings (offices, headquarters), industrial facilities (operations, manufacturing), educational institutions (schools), retail spaces (shopping centers), and community support facilities (dining facilities with commercial kitchens, recreation centers).

Period of Performance
The contract will be performed over a base period of one year with four one-year option periods if exercised.
