This procurement will result in one Indefinite Delivery/Indefinite Quantity (IDIQ) contract for multi-discipline Architect-Engineer (A-E) services. Services include, but are not limited to International Building Code (IBC), Unified Facilities Criteria (UFC) 1-201-01 Non-Permanent DoD Facilities in Support of Military Operations, and Host-Nation Construction Codes' compliant design and engineering services for the preparation of preliminary and final construction plans and specifications, cost estimates, project engineering documentation including DD1391s and parametric cost estimate documentation, technical reports including engineering and investigations and concept studies, construction cost estimates, operations and maintenance manuals, design reviews, construction consultation, geotechnical investigations, utility site surveys, Post-Construction Award Services (PCAS), and topographic surveys as required for multi-discipline architectural-engineering projects. Projects may encompass a diverse range of activities, including but not limited to, the construction of new buildings, alterations, and repairs of existing structures.

While these projects are predominantly focused on tropical, high-humidity marine environments similar to those found in countries like Thailand, the Philippines, Vietnam, Indonesia, Malaysia, Palau, and various Pacific Islands such as the Federated States of Micronesia (FSM), the Republic of Palau, Papua New Guinea, Timor-Leste, Fiji and Maldives, they also extend to include regions with different climatic conditions, such as Nepal. All of which are considered within the Resident Office in Charge of Construction (ROICC) Site Thailand's Area of Responsibility (AOR).

Background

These services may also be in support of in-house NAVFAC design, U.S. Naval Construction Force (NCF) designs or engineering efforts for facilities primarily located in Site Thailand’s AOR and may involve but are not limited to all disciplines related to commercial building design; waterfront facilities design and coastal engineering; civil work; pavement; foundations; hydrographic; topographic; site characterization; site assessments; fire protection design and life safety analysis.

Work Details
The work will be required on an as-needed basis during the life of the contract providing the Government and A-E agree on the amount for the work intended. Each task order will be a Firm-Fixed Price (FFP) A-E task order and may include IDIQ type effort within the task order.

The anticipated award date of this IDIQ contract is January 2024. The IDIQ contract will be for a base period of one year and four one-year option periods (if exercised). The options may be exercised within the timeframe specified in the resultant contract at the sole discretion of the Government subject to workload and satisfactory performance by the A-E. There will be no synopsis in the event the options are exercised.

In this A-E contract focuses on a series of Small to Medium-Sized construction projects which construction value per project is typically ranging between $1M and $5M. The total fee for the contract term (including option periods) shall not exceed $2,500,000.00. The minimum guarantee for the entire contract term (including option periods) is $5,000.00.

Period of Performance
The IDIQ contract will have a base period of one year with four one-year option periods if exercised.
