Description

The U.S. Department of Housing and Urban Development (HUD), in collaboration with the General Services Administration (GSA), is conducting market research to identify qualified contractors capable of supporting the Office of Disaster Recovery (ODR). The primary goal of this contract is to develop and maintain a comprehensive ODR Handbook that serves as a centralized repository for operating procedures and internal processes. This initiative aims to ensure that HUD Community Planning and Development (CPD) staff, particularly those involved with disaster recovery grants, have access to vital information necessary for efficient operational performance.


The scope of work for this contract encompasses several critical areas. The selected contractor will be responsible for providing project management support, technical analysis, and assessments related to the development and maintenance of the ODR Handbook. Additionally, the contractor will be tasked with revising existing training materials and developing new training modules tailored to enhance the knowledge base of HUD CPD staff. These efforts are designed to ensure that all procedures are up-to-date, effective, and aligned with HUD's operational objectives.


To achieve these goals, the contractor must adhere to specified constraints such as compliance with HUD's rules, regulations, laws, standards, conventions, and style guides. The services provided under this contract are classified as non-personal services; therefore, contractor employees will not be supervised by the government nor will they perform inherently governmental functions like policy decision-making or management tasks. Instead, the contractor is expected to independently manage its workforce while delivering high-quality services that support HUD's disaster recovery programs.


The period of performance for this contract includes one base period lasting 12 months from execution date along with two optional 12-month extension periods. All work is expected to be carried out at the contractor's facility rather than on government premises. Successful completion of this project will require ongoing communication between HUD representatives and the contractor through status meetings and other collaborative engagements following award conference protocols.
