Description

The Department of Health and Human Services (HHS), in collaboration with the General Services Administration (GSA), is conducting market research to explore potential service providers capable of supporting the Centers for Medicare and Medicaid Services (CMS) in its Software Asset Management (SAM) needs. This initiative aims to enhance the efficiency and cost-effectiveness of software license utilization across various domains within a multi-cloud environment. By identifying qualified parties, CMS seeks to minimize costs associated with licensed assets and reduce redundancy in licenses used by contractors supporting the Marketplace.

The SAM program is a critical component of CMS's strategy to optimize software license management, providing comprehensive visibility into current usage, projected demands, spending trends, vendor notifications, and license distribution. The Division of Program Control and Budget Management (DPCBM) within the Marketplace Innovation and Technology Group (MITG) spearheads this effort by collaborating with business owners to develop more effective IT procurement strategies while ensuring compliance with architectural policies and standards. Currently utilizing Smartsheet for software management, MITG aims to streamline processes related to software demands, requests, inventory management, reporting compliance, and portfolio management.

Key tasks under this initiative include operating the SAM program through effective process management and optimization strategies. The goal is to leverage technology tools effectively while managing people and processes involved in software asset management. This involves not only maintaining an accurate inventory but also ensuring compliance with licensing agreements through proactive monitoring and reporting mechanisms.

In order to support these objectives effectively, CMS has identified a broad range of potential software vendors from which services or purchases may be procured. These include industry leaders such as Microsoft SQL Server, Oracle, Adobe, Google Cloudbees among others listed in their comprehensive vendor list. Through this market research effort via a Request for Information (RFI), CMS intends to assess market capacity particularly focusing on small businesses to determine appropriate procurement channels that align with its strategic goals for efficient SAM implementation.
