Description

On behalf of the Department of Health and Human Services (HHS), the General Services Administration (GSA) is conducting market research to support the Center for Cancer Research (CCR) within the National Institutes of Health (NIH). The CCR is dedicated to advancing cancer research and patient care by addressing critical challenges and neglected issues in the field. A key strategy employed by the CCR to achieve its goals involves conducting clinical trials, primarily hosted at NIH's Clinical Center in Bethesda, MD. These trials generate valuable scientific data that are crucial for ongoing research efforts.

The primary focus of this task order is to provide technical support to the Office of the Clinical Director at CCR by facilitating payments for scientific data contributions from external Participating Sites. These sites are institutions that have been approved by the NIH Internal Review Board to collaborate with CCR on clinical trials, thereby accelerating data acquisition and enhancing research outcomes. The contractor will be responsible for managing these partnerships, ensuring that all necessary services, qualified personnel, materials, equipment, and facilities are provided as needed.

The scope of work involves managing multiple concurrent studies across domestic and North American locations. The contractor will be tasked with executing Participating Site Agreements with each site, which will include outlining specific study protocols and payment terms. All study-related activities must receive approval from the Contracting Officer's Representative (COR) before implementation. Additionally, any unforeseen circumstances affecting study timelines or payment processes must be promptly communicated to ensure smooth operations.

Technical requirements for this contract emphasize thorough project management and adherence to established protocols. The contractor must maintain clear communication with Participating Sites and ensure that all agreements are fully executed upon mutual consent. Coordination with the COR is essential for revising ongoing activities or addressing any issues that may arise during the execution of this task order. This collaborative effort aims to enhance cancer research capabilities through effective partnership management and strategic data acquisition.
