HHS HRSA - Child Care Tuition Assistance Program - MRAS

The General Services Administration (GSA), on behalf of the Department of Health and Human Services (HHS), is conducting market research to identify potential contractors capable of administering the Health Resources and Services Administration's (HRSA) Child Care Tuition Assistance Program. This initiative aligns with Public Law 106-58, Sec. 643, which allows federal agencies to support lower-income federal employees by subsidizing childcare costs. The program aims to alleviate the financial burden of childcare for eligible federal employees by providing subsidies directly to licensed childcare providers.

The scope of work for this contract involves professional services that include managing the distribution of tuition assistance funds from HRSA to approved childcare providers. The contractor will be responsible for processing applications, determining eligibility based on a predefined formula, and notifying parents and providers about subsidy amounts within a stipulated timeframe. Additionally, the contractor must ensure that all participating childcare providers are properly licensed or regulated by state or local authorities.

Specific tasks outlined in the contract include maintaining confidentiality of application information, ensuring compliance with licensing requirements for childcare providers receiving federal funds, and handling monthly invoicing processes. The contractor must verify service delivery before disbursing payments and provide timely reports detailing program participation metrics to the Contracting Officer Representative (COR).
