Description

The U.S. General Services Administration (GSA), on behalf of the Department of Health and Human Services (HHS), is conducting market research to support the Food and Drug Administration's (FDA) Office of Occupational Safety and Health (OOSH). The FDA, a critical component of HHS, is tasked with ensuring the safety, efficacy, and security of various products including drugs, medical devices, and food. To achieve its mission effectively, FDA facilities must operate in a manner that ensures both product integrity and the health and safety of employees and visitors.

The FDA's OOSH under the Office of the Chief Scientist oversees environmental, occupational safety, and health programs within the agency. This office aims to position FDA as a model for excellence in laboratory science, security, environmental stewardship, and occupational safety. The overarching goal is to ensure that all FDA workplaces are safe for employees while also protecting surrounding communities and the environment. As part of this mission, OOSH provides timely occupational health services while supporting high-quality laboratory results through a culture that emphasizes shared responsibility for safety.

The scope of work required includes several key areas: program management; transition services; occupational safety policy; primary barrier equipment maintenance; industrial hygiene support services; information management; data management support; training development; and management. Specifically, tasks involve developing policies for workplace safety, providing expertise in hazard recognition across various environments such as laboratories and field operations, maintaining primary barriers like biosafety cabinets in high-containment spaces like BSL-2 to BSL-4 facilities, conducting industrial hygiene assessments including exposure monitoring and risk assessments across chemical, biological sampling among others.

Additionally, there is an emphasis on developing comprehensive training programs using platforms such as Articulate Storyline or Adobe Captivate to educate FDA personnel about lab-related hazards they may encounter during their duties. Ensuring compliance with regulatory standards through program audits forms another vital aspect of this solicitation's objectives aimed at safeguarding both workforce well-being alongside broader public health interests served by ensuring safe production processes within regulated industries overseen by FDA operations nationwide.
