Description

The Department of Health and Human Services (HHS), through the General Services Administration (GSA), is conducting market research to support the Centers for Medicare & Medicaid Services (CMS) in its mission to transform the healthcare delivery system. CMS aims to enhance customer experience by expanding coverage and ensuring equitable access to healthcare services. The agency emphasizes innovation, improved outcomes, and program integrity while striving to make healthcare more effective, simple, and accessible. A critical component of achieving these goals involves actively soliciting public feedback on various regulatory, policy, and procedural changes.

CMS anticipates receiving a substantial volume of public comments defined as 500 or more unique submissions on its policy development and regulatory actions. These comments are expected to be technically complex, addressing sensitive issues such as prescribing guidelines and payment models. To handle this influx efficiently, CMS requires support services for processing public comments from multiple sources including rulemaking activities, Requests for Information (RFIs), listening sessions, and other stakeholder engagements.

The purpose of this Statement of Work (SOW) is to engage a contractor who will assist CMS with comprehensive comment processing services. This includes retrieving comments from the Federal Data Management System (FDMS), analyzing them, categorizing content, summarizing feedback, and preparing briefing materials for policy decisions or rulemaking processes. The contractor will also provide technical assistance in analysis, policy reviews, and quality management where necessary.

The selected contractor will enter into a Blanket Purchase Agreement (BPA) with CMS to perform tasks independently while furnishing all necessary resources not provided by the government. Key responsibilities include project management activities such as participating in kickoff meetings, coordinating weekly status calls with progress reports, managing ad-hoc meetings when required by CMS priorities or rule-writing schedules, and delivering monthly progress and financial reports where applicable. This partnership aims to ensure that CMS can effectively manage public input as it continues its efforts toward improving the U.S. healthcare system.
