HHS ACF - National Human Trafficking Training and Technical - MRAS

The Department of Health and Human Services (HHS), through its Office on Trafficking in Persons (OTIP), is seeking to enhance the public health response to human trafficking by providing comprehensive training and technical assistance (T/TA). The National Human Trafficking Training and Technical Assistance Center (NHTTAC) plays a pivotal role in this effort. By collaborating with the General Services Administration (GSA), HHS aims to gather market research to identify qualified contractors capable of managing and expanding NHTTAC's services nationwide. The overarching goal is to strengthen the capacity of various stakeholders, including government officials, healthcare professionals, social service providers, and community organizations, to effectively identify and support individuals affected by human trafficking.

The work requested involves managing a national T/TA center that provides evidence-based, trauma-informed assistance. This entails delivering training programs that increase knowledge about human trafficking prevention and response strategies. The contractor will be responsible for developing initiatives that improve victim identification processes, enhance access to trauma-informed services, and bolster short- and long-term well-being for survivors. Additionally, the contractor must work on reducing risk factors associated with trafficking through strategic interventions tailored for diverse environments.

Key responsibilities include designing anti-trafficking initiatives focused on prevention, victim assistance, and training from a public health perspective. The contractor must demonstrate experience in engaging with survivors of trafficking and lived experience experts while employing a trauma-informed approach throughout their work. Furthermore, maintaining accreditation for online learning modules is essential to ensure continuous education opportunities are available for stakeholders involved in combating human trafficking.

In addition to technical expertise in anti-trafficking measures, the contractor should have experience supporting multi-stakeholder initiatives across federal, state, local, tribal communities as well as private sectors. Performance metrics are crucial for assessing service effectiveness; hence the contractor should provide detailed methodologies used in evaluating their impact. Finally, ensuring a seamless transition at contract completion is vital to minimize disruptions for OTIP recipients relying on these critical services.
