Description

The General Services Administration (GSA), on behalf of the Department of Health and Human Services (HHS), is conducting market research to support the Office of Child Support Enforcement (OCSS). This initiative stems from legislative changes introduced by the Deficit Reduction Act of 2005, which amended the Social Security Act. The amendment empowers OCSS to utilize the Federal Parent Locator Service for comparing data related to individuals who owe past-due child support against information held by insurers regarding claims, settlements, awards, and payments. The overarching goal is to enhance state IV-D agencies' ability to collect overdue child support through a centralized and standardized process.


The work requested involves establishing a system where claim information from participating insurers is collected and matched with individuals owing past-due child support. Once this data is matched and verified as payable, it will be forwarded to state IV-D child support agencies responsible for collecting these overdue amounts. This effort aims not only to streamline the identification of insurance claims that can be used for collecting overdue child support but also to minimize the burden on insurers, thereby encouraging their participation in this program.
