Helicopter Charter Service for USACE UMRR Program AOR Project Tour

Background
The U.S. Army Corps of Engineers, Rock Island District, is procuring helicopter charter flights to support the Upper Mississippi River Restoration (UMRR) Program Area of Responsibility (AOR) Project tour across the Mississippi Valley Midwest Area.

The UMRR Program is a comprehensive initiative aimed at ecosystem restoration, scientific research, and monitoring of the Upper Mississippi River System, which is a vital natural resource providing habitat for diverse wildlife. The goal of this contract is to facilitate site visits for HQ ENR Business Line Managers and Regional Integration Teams to understand the scope and scale of the UMRR Program.

Work Details
The contractor will provide helicopter transportation services for three business days, enabling visits to various project sites across three District Areas of Responsibility (MVP, MVR, and MVS).

The helicopter must accommodate five individuals and coordinate with airports for efficient travel. The schedule includes:
- Day 1: Depart from St. Louis Downtown Airport, MO; stops at Two Rivers National Wildlife Refuge, IL and Clarence Cannon National Wildlife Refuge, MO; arriving at Hannibal Regional Airport, MO.
- Day 2: Depart from Quincy Regional Airport, IL; arrive at Quad Cities International Airport, IL.
- Day 3: Depart from Clinton Municipal Airport, IA; arrive at Prairie du Chien Municipal Airport, WI.

Period of Performance
The contract will be performed over a period of three business days.
