The General Services Administration (GSA) is actively conducting market research in response to the Office of Management and Budget's (OMB) issuance of MPM 2024-01, which mandates the implementation of occupancy metrics for federal office spaces. This initiative aims to measure and report the average annual occupancy in federal offices larger than 50,000 usable square feet (USF). The memorandum, released in August 2024, requires agencies to develop an implementation plan by May 2025, with measurement commencing as early as February 2026. The overarching goal is to ensure efficient use of federal office spaces while aligning with security and acquisition standards.

To fulfill these requirements, agencies must devise strategies to assess workspace utilization using various data sources. These include turnstile or access badge data, WiFi connections to PC devices, reservation systems, sensors, and telework or timecard data. GSA's market research seeks to identify all available methodologies that comply with the occupancy metric memorandum while adhering to federal security protocols. By compiling a comprehensive list of Special Item Numbers (SINs), schedules, and contract numbers for vendors offering applicable solutions, GSA aims to support federal agencies in crafting their implementation plans.

Furthermore, GSA is interested in discovering innovative technologies not yet listed on existing schedules and is open to collaborating with vendors to explore potential solutions. This collaborative effort will help pave the way for integrating new technologies into future government initiatives. As part of its strategic approach, GSA may issue a subsequent Market Research Advisory Service (MRAS) request targeting specific technologies and solutions based on insights gathered from this initial phase. This follow-up could involve particular tenants or spaces requiring tailored responses.
