Description

The General Services Administration (GSA), through its Office of Administrative Services (OAS) and the Office of the Chief Information Officer (OCIO), is conducting market research for the development, modernization, and enhancement (DM&E) of its Budget and Planning Application (BAPA). This initiative is part of GSA's broader effort to streamline and enhance its budgeting processes using OneStream, a cloud-based solution that has been implemented to serve as the agency-wide Budget Formulation system. This system allows GSA to collect budgetary data from various programs, perform cost allocation processes, generate reports, and share data with other systems within GSA.


In September 2021, GSA awarded a contract to acquire OneStream licenses along with integration services necessary for configuring BAPA. The implementation was completed by March 2023, establishing OneStream as a reliable tool with an Authority to Operate. With major modules already in place, the project is transitioning into an Operations & Maintenance (O&M) phase. However, there are still some smaller enhancements required to fully optimize its functionalities.


The current capabilities of OneStream include managing hierarchical budgeting structures that allow users at different organizational levels to view budget roll-ups. It supports at least 15 different funds for budget requests and execution tracking while assigning financial codes across more than 2,000 cost centers. Super Users have the ability to realign cost centers within the hierarchy and control access permissions. Additionally, they can customize input screens tailored to specific needs of individual or groups of cost centers.


OneStream supports multi-year budgets aligning with GSA's Congressional Justification and OMB Budget Request requirements while allowing monthly planning for multiple fiscal years concurrently managed by GSA. The system facilitates non-personnel compensation budgeting through various methods such as direct entry or line item descriptions for contracts and equipment. Moreover, it supports detailed budget development according to OMB Object Classification structures while providing flexibility in customizing cost categories per organization but ensuring alignment with overarching classification systems.
