The overarching goal of this research is to identify AI technologies that can enhance efficiency, accuracy, and consistency in legal work while freeing up attorney hours for more strategic counsel and improving overall knowledge management.

The AI solutions being sought are expected to automate and enhance several key aspects of legal work. These include advanced legal research capabilities that cover statutory, regulatory, administrative decisions, and case law; AI-assisted drafting and review processes; intelligent summarization features; and comprehensive litigation support such as e-discovery and timeline generation. Additionally, the system should offer a conversational AI interface to facilitate user interaction. Integration with existing GSA technologies like Microsoft 365 and Google Workspace is crucial, as well as adherence to high security standards including FedRAMP Moderate authorization.

From an operational standpoint, the AI system must maintain high availability with 99.9% uptime and performance targets ensuring quick page loads. It should provide critical support services such as rapid response times for issues, regular bug fixes, feature releases, security patches for vulnerabilities identified, and robust testing protocols for major upgrades. Furthermore, interoperability is a key requirement; the system should offer comprehensive REST APIs for custom integrations while supporting single sign-on through SAML 2.0 or OpenID Connect.

The solicitation emphasizes compliance with federal accessibility standards and records management requirements alongside data security protocols outlined in relevant OMB memoranda.
