GSA AAS - Military Gears (MilGears) Expansion - MRAS

The Office of the Secretary of Defense (OSD), through the General Services Administration (GSA), is conducting market research to expand and enhance the MilGears system. The MilGears initiative, powered by Credentialing Opportunities On-Line (COOL), aims to provide service members with a personalized self-assessment tool that evaluates their military training, experience, off-duty education, and credentialing. This tool is designed to offer recommendations for industry credentialing, service advancement, and post-service employment opportunities. The overarching goal is to facilitate a seamless transition for service members from military to civilian careers by leveraging their acquired skills and experiences.

The contract seeks non-personal services to develop an expanded version of the MilGears prototype. This expansion involves integrating advanced data management infrastructure capable of real-time assessments and customization. The project will also focus on enhancing career and education planning tools that comply with rigorous security standards such as the Risk Management Framework and NIST 800-53. A key component of this initiative is ensuring interoperability with existing systems like COOL, which aggregates data from various Department of Defense entities, veteran affairs departments, labor organizations, and industry partners.

In addition to developing these tools, the contract requires expertise in consolidating data from multiple sources into user-friendly dashboards or transcripts for both individual service members and leadership stakeholders. This includes analyzing large datasets related to military training documents, educational achievements, credentials, and occupational experiences. The aim is to conduct comprehensive career projections, gap analyses, counseling sessions, as well as career and education mapping tailored to individual needs.

Overall, this project aligns with ODASD (FE&T)'s transformational initiatives aimed at modernizing delivery methods for service member development programs. By transitioning from traditional platforms to mobile and multimedia solutions that leverage cutting-edge technology, the objective is not only agile readiness but also significant cost savings across military branches while ensuring that all credentials are recorded in a standardized format.
