The General Services Administration (GSA), on behalf of the United States Air Force (USAF), is conducting market research to support the integration of advanced Tactical Data Link (TDL) capabilities, specifically Link 16, into military operations. Link 16 is a critical communication system that facilitates near-real-time exchange of tactical data among various military units, enhancing situational awareness and operational coordination. This initiative aims to ensure seamless integration across Joint Services, NATO forces, and other allied entities to maintain a cohesive operational environment.

The primary focus of this effort is the development and enhancement of the Tactical Situation Display (TSD) within Ground Control Stations (GCS) and Squadron Operations Centers (SOC). The TSD serves as a vital tool for mission planning and execution by providing selectable map types, mission creation tools, and import/export capabilities to maintain a comprehensive common operating picture. Contractors are tasked with developing a Statement of Work (SOW) that outlines the process for integrating specific Cavok Link 16 functional areas while meeting AFSIT & JITC certification requirements.

The SOW will detail two distinct options for integration. Option 1 involves incorporating original Link 16 Tactical Mission Emulator (TME) capabilities such as UAV Controlling Unit, Land Surveillance, Platform Situational Awareness, and Basic Host functionalities. Option 2 expands upon these by integrating additional non-C2 and C2 functional areas like Interceptor Strike, Network Enabled Weapon IFTU 3PS, and Terminal Attack Controller capabilities. The contractor will also be responsible for developing an Integrated Master Schedule (IMS), analyzing requirements for integration and testing per MIL-STD-6016G standards, providing necessary documentation for certification criteria fulfillment, and coordinating non-recurring engineering support with relevant stakeholders.
