Description

The General Services Administration (GSA) Office of Assisted Acquisition Services (AAS) is conducting market research on behalf of the Assistant Secretary of the Army for Acquisition, Logistics, and Technology (ASA (ALT)). The primary aim is to support the Army's initiative to reform its acquisition processes by implementing a centralized data management system. This effort is part of a broader strategy to streamline acquisition operations, standardize key metrics, and enhance decision-making capabilities within the Army's program management offices.

The project involves utilizing the Project Management Resource Tool (PMRT), originally developed by the Air Force, as a comprehensive solution for managing acquisition data. PMRT integrates infrastructure, hardware, software, and applications to provide an integrated toolset for life cycle acquisition management. It includes components such as Monthly Acquisition Reports (MAR), Data Access Program Reporting (DAPR), and the Comprehensive Cost and Requirements (CCaRTM) tool. The tool will enable Army leaders to efficiently collect programmatic and financial information while offering data visualization tools that facilitate informed decision-making at senior levels.

To achieve these objectives, ASA (ALT) requires services that include modernization, enhancement, and implementation of its Acquisition Data Management Database and Tools. The contractor will be responsible for organizing a contract kick-off meeting with key government personnel to discuss requirements. They must also deliver a comprehensive report detailing existing system architecture within 30 days post-kick-off. Additionally, web-based training and certification applications hosted by the Government are required to ensure proper user training on PMRT functionalities.

Furthermore, regional support is critical in deploying PMRT across various Army organizations such as Army Futures Command HQs and other centers under CCDC. Regional PMRT site leads will manage helpdesk tickets across different tiers ranging from basic help desk resolution to in-depth technical support. The contractor must also provision new users in PMRT while coordinating onsite customer support when necessary. This initiative not only aims at enhancing current capabilities but also provides scalability options for future implementations across additional Army entities.
