FY2022 Battery Electric and Hydrogen Fuel Cell Vehicles Charging Infrastructure

Request for Information

The General Services Administration (GSA) Office of Fleet Management (GSA Fleet) is seeking information from industry on commercially available Battery Electric and Hydrogen Fuel Cell vehicles charging infrastructure solutions that can be offered to the federal government for sale to federal agencies, DoD and other eligible entities. The charging infrastructure solution must meet or exceed ENERGY STAR energy-efficiency criteria and UNDERWRITERS LABORATORIES (UL) safety standards for domestic use, as well as comparable international standards for products that can be commercially sold outside of the contiguous United States.

GSA Fleet will use the information provided by industry to determine if the market can meet customer agency demand for electric vehicle charging stations, both sold domestically and/or abroad.

GSA Fleet's intent is to develop a comprehensive industry-informed acquisition strategy to enhance the current offerings available through GSA's Multiple Award Schedule (MAS) and expand our current product base on existing programs to include electric vehicle charging infrastructure. GSA is also interested in hydrogen fueling options available.

GSA Fleet is seeking commercially available Battery Electric and Hydrogen Fuel Cell vehicle charging infrastructure to support the following vehicle types which include, but are not limited to:

Sedans and Passenger Station Wagons

Cargo and Passenger Vans

Sport Utility Vehicles and crossovers

Wheelchair-Accessible Light Vehicles

Pickup trucks (4X4 and 4X2)

Buses (school, transit, and shuttle)

Light/Medium/Heavy Trucks with vocational bodies (e.g. utility, box, delivery, dump, stake, etc.)

Tractor Trucks

Ambulances

Any/all other sizes and types of vehicles, excluding motorcycles and (LSEV) low speed electric vehicles*.

*These excluded vehicle types can be offered through the GSA Multiple Award Schedule (MAS) and are listed on GSA Advantage .

GSA is also interested to learn about capabilities or partnerships for electric and hydrogen fuel cell infrastructure installation to include process and associated services, turnkey solutions, networks, training offered, site assessment services, and best practices. Please list or describe installation capabilities and/or partnerships as a supplemental write-up not to exceed three (3) typed pages, calibri font, size 12, single spaced. Please complete and title as Supplemental Installation Capabilities.

Please note, GSA Fleet is NOT requesting pricing at this time. GSA Fleet is currently only in the requirements - development phase of the acquisition process. All products sold to the government are required to comply with the (WTO/TAA) Trade Agreement Acts, the Buy American Act, and Section 889 of the 2019 National Defense Authorization Act.

The GSA Office of Fleet Management will hold an Industry Day to obtain information on commercially available battery electric and hydrogen fuel cell vehicles charging infrastructure. Through this Industry Day, GSA is seeking to learn from industry the state of the market and will provide more information on our potential future acquisition plans.
