This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested.

The National Institutes of Health (NIH) intends to award a fixed price contract with a twelve (12) month base year to FujiFilm Healthcare Americas Corporation, Twinsburg, OH 44087 on a sole source basis to provide the Arietta 750-SE ultrasound system and probes to the Department of Peri-operative Medicine (DPM) at the NIH Clinical Center (CC).

The DPM performs surgeries in support of multiple specialties and research protocols. Those services include Neurology, Urology, General Surgery, Endocrinology, and Oncology. The supported research protocols run the gambit from development of robotic surgery procedures to state-of-the-art neurosurgical procedures. To continue supporting the aforementioned services and research protocols, the DPM is replacing three Alpha 7 ultrasound machines with the specifically identified probes. The Alpha 7 ultrasound machines are currently located in the DPM and have reached their end of life use. The department received an end of life letter for the machines and thus has a need to replace them. The existing Alpha 7 ultrasound machines and specific probes will be replaced by three Arietta 750-SE ultrasound machine systems and 15 specific probes to include trade-in of the three machines and 25 probes.

The Arietta 750-SE is the upgraded version of the department's existing Alpha 7 machines. The advancements of the Arietta 750-SE Ultrasound include better visualization and ease of use of the unit. It has Detective Flow Imaging for visualization of low velocity blood flow with greater resolution. The machine provides reduced focus dependency and patient dependency. Under trapezoid scan mode with a linear transducer the width of the field is extended for the field of view. Procuring the Arietta 750-SE ensures that the hospital Safety and Standardization Committees' recommendations are being adhered to for standardization of equipment. It is critical for all hardware and software and their interfaces be interchangeable and compatible house-wide; monitoring technologies and equipment are standardized along with IT interfaces, supplies, training, disinfecting and maintenance. All Clinical Center IT equipped equipment must meet HHS mandates for Cyber Security. These devices are within the patient care area as defined by the Joint Commission's (CC accrediting body) standards and thus must comply with UL electrical safety standards as a medical device.

Fujifilm Healthcare Americas Corporation is the only vendor who can supply the trade-in of the required equipment. In addition, there is no other known company on the market that can provide the range of probes the department uses to support the many different types of surgical cases.

This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.

Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
