FIRE EXTINGUISHING AGENT - Fluorine-Free Foam (F3) & Electric Pump

Background
The Washington Headquarters Services (WHS) is seeking to replace previously approved legacy Fluorinated Aqueous Film Forming Foam (AFFF) with newly approved non-fluorinated foams, specifically Fluorine-Free Foam (F3), for land-based, freshwater applications.

This initiative aligns with the agency's mission to enhance safety and environmental compliance in fire suppression efforts.

Work Details
The contractor is required to provide a total of 800 gallons of Fluorine-Free Foam (F3) liquid concentrate, utilizing a combination of packaging types as follows:
- 200 gallons in 5-gallon pails
- 600 gallons in the largest capacity available from the manufacturer.

Additionally, the contractor must supply an adequately powered electric pump capable of pumping F3 foam concentration vertically to a height of 12 feet 6 inches and horizontally up to 5 feet. The pump should include a storage container to ensure a contamination-free environment while awaiting usage.

Approved manufacturers for the foam include:
- Tempest Technology Corp. - Ecopol a3+
- Perimeter Solutions - Solberg 3%.

Period of Performance
Delivery is desired within 45 days of award but no later than 60 days after award.
