FEC - Financial Management/Accounting Support Services - MRAS

The Federal Election Commission (FEC), an independent regulatory agency, is dedicated to administering and enforcing federal campaign finance laws. The FEC's overarching goal is to ensure transparency and integrity in the financing of campaigns for federal offices, including the U.S. House, Senate, Presidency, and Vice Presidency. To support this mission, the FEC's Office of the Chief Financial Officer (OCFO) is seeking financial management and accounting support services through a Blanket Purchase Agreement (BPA) contract set aside for small businesses. This initiative aims to enhance the FEC's financial operations by leveraging specialized expertise in accounting and finance.

The contract requires comprehensive financial management services that include roles such as Financial Management/Accounting Partner, Accounting Supervisor, Senior Accountant, and Accountant. These roles are structured over a base year with four optional extension years. The selected contractor will be responsible for providing personnel who will work closely with the FEC's Accounting and Finance Office to manage accounting systems administered by shared service providers like GSA Pegasys Financial Services (PFS) and USDA National Finance Center (NFC). Their duties will encompass producing financial statements, ensuring compliance with federal laws and OMB directives through internal controls and risk assessments, as well as facilitating annual financial audits.

Additionally, the contractor will assist the Budget Office in developing annual budgets while monitoring adherence through monthly reports. This includes managing payroll executions, vendor payments, receivables, agency travel expenses, and supporting compliance efforts related to the DATA Act a government-wide initiative aimed at making federal spending information accessible to the public. Furthermore, they will work alongside the Procurement Office in overseeing acquisition processes according to Federal Acquisition Regulations (FAR), ensuring all procurement activities align with FEC's strategic goals.
