This is a SOURCES SOUGHT NOTICE for Market Research purposes ONLY. This information will be used to determine the availability of Contractors capable of meeting the Governments minimum requirements.

Mission and Installation Contracting Command, Fort McCoy, WI is seeking qualified and responsible sources capable of performing Facility Investment Services Preventative and Corrective Maintenance at five (5) locations in Arizona and New Mexico.

This notice does not constitute a request for quote. The intent of this notice is to identify potential Offerors for Market Research purposes; and facilitate the Government's decision to set-aside the requirement for SMALL BUSINESS CONCERNS.

NAICS Code: 561210 Facilities Support Services.

PSC Code: M1JZ Operation of Miscellaneous Buildings

Description/Scope of Work: See the attached DRAFT Performance Work Statement (PWS).

Responses to this sources sought notice shall not exceed five (5) pages.

The Contractors Capability Statement shall include (at a minimum):

  • A cover page (no less than 12 pt font) that contains the following:
    • Company name and address

    • Small Business Type(s)

No reimbursement will be made for any costs associated with providing information in response to this SOURCES SOUGHT NOTICE or any follow-up information requests. No telephone calls requesting a solicitation package will be accepted because there is no solicitation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the Technical Point of Contact (TPOC) will not be provided and no appointments for presentation will be made.

Background
The Mission and Installation Contracting Command at Fort McCoy, WI is conducting a Sources Sought Notice to identify qualified contractors capable of providing Facility Investment Services, specifically Preventative and Corrective Maintenance, at five locations in Arizona and New Mexico.
This notice serves as market research to determine the availability of contractors who can meet the government's minimum requirements and may lead to a future solicitation set aside for small business concerns.

Work Details
The contractor will be responsible for a variety of tasks under the Facility Investment Services contract, including:
- Performing maintenance, repair, alteration, demolition, and minor construction on buildings and structures. This includes work on interior and exterior finishes, plumbing systems (including backflow devices), electrical systems, structural elements, locksmithing services, grease traps, exhaust hoods and ducts, pumps, water tower tanks, exterior lighting systems, HVAC systems (including building automation systems), fire alarm systems, elevators, security systems, and more.
- Implementing a Preventive Maintenance Program for various equipment types as specified in the Performance Work Statement (PWS).
- Complying with all applicable Federal, State, and local laws regarding hazardous waste disposal and spill prevention. The contractor must track and report hazardous waste disposal in accordance with the Resource Conservation and Recovery Act (RCRA).
- Developing a Sustainable Procurement and Practices Plan that addresses energy efficiency, use of environmentally preferable products, recycled content products, and compliance with Executive Orders related to sustainability.
- Ensuring that all personnel performing work are properly trained and certified according to industry standards.
- Conducting environmental services to support compliance with environmental regulations including cleaning oil/water separators and tank systems.
