F/A-18 & EA-18G Aircraft Maintenance Support Services   4

This is a notice of intent to negotiate and award a sole source contract for F/A-18 and EA-18G Aircraft maintenance Support Services to the Boeing Company, for a period of 60 months, anticipated award date of 17 January 2017. This requirement is to provide aircraft maintenance and modifications, manufacturing of parts, instrumentation and engineering support services for F/A-18A-F & EA-18G and future variant aircraft. This is a follow-on contract with the Boeing Company who is the only known and qualified and responsible source in support of PMA-265, VX-23 Squadron F/A-18 Project Team. Boeing is the sole designer, developer, manufacturer of all models of the F/A-18 & EA-18G, and possesses certain proprietary rights to these aircraft, ground and flight databases, and data analysis techniques which includes documentation, software, firmware, and associated information to which access is needed to perform the required services. The Government intends to negotiate on a sole source basis with the Boeing Company, under the authority for other than full and open competition, Title 10, U.S. Code, Section 2304(c)(1) and implemented via Federal Acquisition Regulations Subpart 6.302-1, only one responsible source and no other supplies or services will satisfy agency's requirement. This notice of intent is not a request for competitive proposals. However, interested parties may submit a capability statement. All responsible sources may submit a capability statement by 8 July 2015.
