Description

This extension will support the finalization of the software needed for the decommissioning of the Space Defense Operations Center (SPADOC) System. Based upon a 2023 architecture review of the existing architecture with L3-Harris and other external entities, highlighted complexities with software development based on the dependency on legacy software, which has been modified substantially in the past 20 years. An increase in staffing was pushed to surge on performing system decomposition and isolating new findings into individual product teams to ensure lower risks to achieve project completion. These product teams are developing against the new understanding of each of the SPADOC decommissioning capabilities and are required to continue development against their capabilities until full closure.

Background
The contract is an extension of the Period of Performance for the Advanced Tracking and Launch Analysis System (ATLAS) to support the decommissioning of the Space Defense Operations Center (SPADOC) System. The extension is necessary due to complexities with software development and an increase in staffing required for system decomposition and isolating new findings into individual product teams.

Work Details
The work involves finalizing the software needed for the decommissioning of the SPADOC System. This includes increasing baseline staffing, extending the period of performance, and addressing complexities with software development based on the dependency on legacy software. The contractor's original baseline staffing did not account for isolating new findings of SPADOC Decommissioning into individual product teams until full closure, hence necessitating an increase in staffing baseline and an extension on the Period of Performance. The contract value will affect Cost-Plus Fixed Fee (CPFF) Labor, Material, and Cost-Reimbursement and (no fee) Travel.

Period of Performance
The current Period of Performance is from 01 Dec 2021 to 30 Nov 2023, with a proposed 12-month extension from 01 Dec 2023 to 30 Nov 2024.
