Combined Synopsis/Solicitation

The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center Pacific requires complete inspection and servicing of the Alfa Laval Heat Exchanger/Distillation Units on the NOAA ship Oscar Dyson.

Amendment 0001 - The Following requirement is being amended to change the set aside to unrestricted full and open competition.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) Solicitation number NM-AN2120-22-00100 is issued as a firm fixed price, commercial, request for quotation (RFQ).

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-07.

(iv) The NAICS code for this acquisition is 811310, Commercial and Industrial Machinery and Equipment Repair and Maintenance with a small business size of $8M. This procurement is open to businesses of any size.

(v) Line items are as follows:

CLIN 1: Removal, inspection, cleaning, and re-installation of heat exchanger and distillation unit plates with new gaskets per the SOW.

(vi) Description of requirements for the items to be acquired: The NOAA ship Oscar Dyson requires servicing of five (5) Alfa-Laval plate heat exchangers and two (2) plate distillation units. The plates from each unit need removed, inspected, cleaned, and re-installed with new OEM gaskets. There are a total of 216 plates in the heat exchanger units and 320 plates in the distillation units. Plates can be serviced at a vendor facility offsite. Vendor personnel will need to remove and transport all plates for servicing and re-installation.

COVID19 response procedures will be followed by all servicing technicians, which will be provided by vessel personnel. Please see the Statement of Work for requirements.

(vii) Vendors will need to be capable of servicing, inspecting, repairing, and obtaining replacement parts for Alfa Laval heat exchangers/distillation units.

This is an amendment to the previous solicitation, reclassifying the available business size. Offerors who previously submitted quotes will need to re-submit or confirm their quotes by 1400 hours PST on Saturday, November 06, 2021.
