EPA Multi-Regional Information Technology Support Services (MRITSS) - RFI

THIS IS A REQUEST FOR INFORMATION (RFI) ANNOUNCEMENT FOR INDUSTRY FEEDBACK ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS NOTICE. In preparation for a future solicitation, Environmental Protection Agency (EPA) is posting the draft Request For Quote (RFQ) for the Multi-Regional Information Technology Support Services (MRITSS) procurement. This RFQ is being made available so EPA gain gather feedback from industry on the draft RFQ. Please see the attachment labeled "Request for Quote-MRITSS_Draft". Attachments 1 - 5 are associated documents to the RFQ. Modification #1 added additional information pertinent to this future requirement. All feedback to the draft RFQ posted with this RFI is required to be returned by February 21st, 2024 at 5pm PT. It is anticipated that the official solicitation will be posted in March 2024 on GSA eBuy as an 8(a) set aside, with anticipated award in July 2024. It is anticipated that the solicitation will result in a Multiple Award BPA. The estimated value for this 9-year Multiple Award BPA is $225 Million. This is a follow on requirement for two different contracts (RITSS Western Regions & ECHO Eastern Regions). The RITSS requirement was a multiple award IDIQ (8a set aside) that went to: ASRC Federal Data Solutions, LLC (68HE0920D0002) Comptech Computer Technologies, Inc. (68HE0920D0004) Freealliance.com, LLC (68HE0920D0005) Veracity Consulting, Inc. (68HE0920D0006) ECHO was procured via GSA (Small Business Set Aside) and went to: Lintech Global, Inc (GS-35F-0343W/68HE0319F0020). BPA Calls/ Task Orders Anticipated Need/ Schedule: 1. A Tier 1 Consolidated (Regions 1-10) Helpdesk Task Order will be solicited amongst the Multiple Award BPA Contractors directly after award of the Multiple Award BPA (July 2024), followed by Regional specific Task Orders. 2. The following Regional Specific Task Orders may be anticipated to be competed against Multiple Award BPA Contractors between July 2024 and Early 2025. a. Region 09: Web Design and Support Services: Current Task Order ends 3/29/2025. b. Region 09: Professional Human Capital Management Services: Current Task Order ends 3/29/2025. c. Region 09: Tribal Drinking Water Program Data Systems Development Support and IT Services: Current Task Order ends 3/31/2025. d. Region 06: Information Technology Infrastructure Library (ITIL): Current Task Order ends 9/30/2024. e. Region 08: Non-EISD IT Support (NEIC): Current Task Order ends 4/11/2025 f. Region 08: Safe Drinking Water Information System (SDWIS), Development of Database: Current Task Order ends 10/30/2024.
