Description

The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to award a cost plus fixed fee (CPFF) contract on a sole-sourced basis to Rolls-Royce Marine North America, Inc. (RRMNA) to provide engineering services to maintain and improve the operational readiness, safety, reliability, maintainability, as well as the operating and support costs for Product Improvement Program (PIP). These systems and engineering support to be acquired are highly specialized, designed and manufactured by Rolls Royce, the design specifications and technical data required are proprietary and the Government has no legal rights to the data. As a result, Rolls Royce is the only firm with the knowledge, experience, facilities and data necessary to provide a Performance Improvement Program to the United States Navy (USN). The proposed contract action is for supplies which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
