The General Services Administration Office of Acquisition Operations (QMA) is holding an industry day to support discovery and market research efforts in establishing a Basic Ordering Agreement (BOA) for emergency supplies and services. This BOA is envisioned to provide GSA a fast and simple ordering process to quickly meet federal requirements when responding to emergencies nationwide.

Our draft BOA documents are attached for your review in advance of our industry day. Attachment 1 is the BOA itself, and describes the ordering process we believe will allow us to optimize the solicitation, award and delivery process for emergency acquisitions. Attachment 2 is a list of purchases made from fiscal year 2019 through the present, and is provided so that interested vendors can see the types of things we have been purchasing to support emergencies (this list is quite long as does have some erroneous information, but is meant to help interested vendors determine if the products and services we have been buying are in their wheelhouse).

Please remember that these documents are drafts and that we anticipate numerous and potentially sweeping changes prior to inviting vendors to participate in the BOA. This is not a Request for Quotes or Proposals, nor an Invitation for Bids--no awards will be made as a result of this industry day, and your decision to participate or refrain from participation in the industry day will not be considered when or if we ultimately invite vendors to participate in the BOA. In short, this event is to help us refine our BOA and to make sure that our strategy is well informed by our partners in industry.

QMA would like to invite interested vendors to participate in our industry day on June 23, 2021 from 1:00 - 3:00 PM EDT. Please let us know that you intend to participate by emailing Mrs. Heidi McFall at heidi.mcfall@gsa.gov. We will provide the meeting link to all attendees no later than June 22 (we will be using google hangouts for our industry day).
