Description

The U.S. Department of Education (ED), through the General Services Administration (GSA), is conducting market research to identify potential contractors for providing technical support services for its Office for Civil Rights (OCR). The primary objective of this contract is to maintain and enhance the Case and Activity Management System (CAMS), which plays a crucial role in supporting OCR's mandate to enforce federal statutes prohibiting discrimination by recipients of federal financial assistance. CAMS comprises several integrated components, including the Case Management System (CMS), Activity Management System (AMS), Matrix Logic WirelessDMS, and Open Text eDOCS Document Management with Record Management functions.

The CAMS systems are fully operational and currently in the support and improvement phase of their application life cycle. These systems are essential for maintaining, managing, and tracking various activities such as complaints, compliance reviews, directed inquiries, and technical assistance performed by OCR's regional offices. The CMS is specifically used for case-related activities while AMS manages non-case related business activities at headquarters. Document management is facilitated through DM/RM functions that ensure efficient electronic processing of cases and compliance with records management requirements set by the National Archives and Records Administration (NARA).

OCR employs approximately 650 individuals across its twelve regional offices nationwide, all utilizing CMS and DM systems extensively. These web applications operate on Microsoft Server platforms using Internet Information Services (IIS) with a backend supported by Microsoft SQL Server databases. Integration with DM/RM ensures seamless document handling across various interfaces like Microsoft Office products and Adobe Acrobat. Furthermore, migration efforts towards PowerBI are underway to enhance management reporting capabilities.

The scope of work for this contract involves maintaining CAMS in alignment with OCR's business requirements while adhering to records management laws, ED security protocols, information system policies on system requirements, design implementation, deployment accessibility standards. Key tasks include regular communication between contractor personnel and ED-OCR representatives through initial meetings followed by monthly status updates ensuring clarity in work procedures plans statuses thereby facilitating efficient project execution over one base year plus four optional years.
