The U.S. Army Corps of Engineers Detroit District is seeking contractors for the Duluth Vessel Yard Repairs, Duluth, Minnesota.
The Scope of Work generally consists of mobilizing to the Duluth Vessel Yard (i.e., Project SIte) to perform repairs to the existing South Pier. The total length of repairs proposed at this time covers approximately 583 lineal feet of pier face (including all Options). The proposed project primarily consists of the installation of steel sheet pile (SSP) along the outside face of the existing South Pier in order to encapsulate the existing pier. Work will also include the construction of 194 drilled in place piles, which in turn, will support a reinforced concrete grade beam. Ancillary improvements generally consist of targeted demolition of the south pier, the placement of new engineered fills between the SSP and the existing pier face as well as the installation of improved pier lighting, new fendering and new utilities along the south pier. New mooring bollards will also be placed along the pier edge at discrete intervals. Demobilization from the site when work is completed.

The estimated cost of construction is between $5 Million and $10 Million.
The North American Industrial Classification System (NAICS) code is 237990 Other Heavy and Civil Engineering Construction, which has a size standard of $39.5 Million in average annual receipts.
This Invitation for Bid (IFB) is intended to be issued a firm-fixed price contract set aside 100% for small businesses.
The solicitation package materials, documents, drawings, specifications, and attachments to the solicitation are available only electronically and via beta.sam.gov and are attached to this solicitation notice. Hard copy documents will not be supplied by the Government to any interested parties as a result of this solicitation.
Please note that the Government will not be maintaining a bidders list during the solicitation period.
