Description

The General Services Administration (GSA), on behalf of the Department of Transportation (DOT), is conducting market research to identify qualified vendors capable of providing technical support services for the National Highway Traffic Safety Administration's (NHTSA) Traffic Records Program. The primary goal of this initiative is to enhance the quality and effectiveness of traffic records systems across various states, thereby aiding NHTSA in its mission to improve road safety by reducing traffic-related injuries and fatalities. By ensuring accurate and comprehensive data collection, analysis, and reporting, NHTSA aims to design effective countermeasures that address specific traffic safety issues.


The work involves providing technical support services through multiple Blanket Purchase Agreements (BPAs) with a focus on two main areas: Traffic Records Assessments and Support, and Technical Assistance GO Teams. These efforts are structured under distinct task orders within the overall contract framework. Contractors will be responsible for deploying subject matter experts to assess state traffic records systems, offering guidance on improving data collection practices such as crash data improvement programs, citation and adjudication processes, injury surveillance databases, and more. Additionally, contractors will assist in strategic planning for Traffic Records Coordinating Committees (TRCCs) within states.


Under the first task order related to Traffic Records Assessments and Support, contractors will utilize tools like the State Traffic Records Assessment Program (STRAP) within NHTSA's online platform TRIPRS. This program evaluates state-level crash data systems' performance against national standards such as the Model Minimum Uniform Crash Criteria (MMUCC). The second task order focuses on Technical Assistance GO Teams that provide tailored support through training sessions and workshops aimed at addressing specific needs identified by states or recommendations from previous assessments.
