Description

The Department of Transportation (DOT), through the General Services Administration (GSA), is conducting market research to identify a Support Services Contractor capable of developing and providing specialized grant training courses. This initiative is spearheaded by the Office of Airports (ARP), specifically the Office of Planning and Programming (APP-500). The primary goal is to enhance the knowledge and skills of Federal Aviation Administration (FAA) employees in federal funding procurement related to airport construction projects. This targeted training aims to address gaps and provide comprehensive guidance in line with OMB's 2 CFR 200 regulations, which cover Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.

The scope of work involves creating quality training programs that include course development, materials preparation, and facilitation services. These services are intended for FAA employees nationwide who are engaged in complex federal procurement processes for airport construction. The contractor will be responsible for supplying all necessary resources such as personnel, supplies, equipment, data management systems, and facilities if courses are conducted in person. However, there is a preference for virtual delivery options to accommodate a wider audience.

Technical support tasks include offering three repeat training classes at different times to accommodate up to 33 students per class.
