Description

The U.S. Department of Transportation (DOT), in collaboration with the Volpe National Transportation Systems Center, is seeking to enhance the safety and operational capability of the U.S. Army's locomotive fleet through a new contract opportunity. This initiative, facilitated by the General Services Administration (GSA), aims to modernize and maintain the aging fleet of Army locomotives, ensuring they meet current safety standards and operational demands. The locomotives, all EMD models, require periodic 92-day inspections as per federal regulations outlined in 49 CFR Part 229.23. The contractor will be responsible for conducting these inspections three times per year for each locomotive, amounting to a total of forty-two inspections annually across twenty-one trips.

The Volpe Center has been providing technical assistance and oversight for U.S. Army Locomotive field maintenance since 2017, focusing on improving maintenance operations and performing safety inspections. This new firm-fixed-price task order, set aside for small businesses, continues this support with a base period extending from the date of award to September 2026, followed by two optional periods extending into 2028. The contractor will be expected to deliver a detailed work schedule aligned with the inspection requirements and complete necessary documentation following each inspection.
