DOT - Air Traffic Control Tower STARS Digital Video Conversion - Market Research

The Department of Transportation (DOT), in collaboration with the General Services Administration (GSA), is conducting market research to support a significant upgrade in Air Traffic Control Towers. This initiative involves transitioning from analog to digital video display signaling across seventy-three Air Force facilities, with eleven located Outside the Continental United States (OCONUS) and sixty-two within the Continental United States (CONUS). The overarching goal of this project is to modernize the communication infrastructure within these control towers, ensuring more efficient and reliable operations.

The work required for this contract includes several critical tasks that demand skilled professionals familiar with an Air Traffic Control environment. Key responsibilities include relocating and installing electronic equipment, providing and installing fiber from equipment rooms to control tower cabs, and installing Government Furnished Equipment (GFE) cables and devices within the cab. Furthermore, contractors will be responsible for assisting in video testing of new fiber optics and equipment to ensure seamless operation. The project poses a logistical challenge due to its aggressive timeline, aiming for completion within two years. Each site will require two professionals; some sites may pair one government employee with a contractor.

A crucial component of the project involves handling specialized fiber optic materials. Contractors will be expected to work with OM3 Plenum Aqua 6 Strand Tight-Buffered Distribution Indoor Fiber Armor cables or equivalents. These fibers must be terminated correctly at each end with specific connectors ST on one end and LC on the other requiring precise labeling to prevent confusion during installation. The minimum purchase requirement is 15,000 feet of fiber cable, which may necessitate storage solutions if not used immediately.
