The General Services Administration (GSA), on behalf of the Department of Transportation (DOT), is conducting market research to support the Air Force Flight Standards Agency (AFFSA) in optimizing key aviation systems. The AFFSA plays a crucial role in integrating the National Airspace Systems (NAS) for the Department of Defense (DoD). As part of this mission, AFFSA oversees and sustains two major systems: the Standard Terminal Automation Replacement System (STARS) AN/FSQ-204 and its variant STARS Enhanced Local Integrated Terminal Equipment (ELITE), as well as the Digital Airport Surveillance Radar (DASR) AN/GPN-30. These systems are integral to enhancing operational efficiency, improving situational awareness, and ensuring aviation safety by providing accurate information to U.S. Air Force air traffic controllers.

The main objective outlined in this Statement of Work is to procure specialized Engineering Services that will assist Volpe Center personnel in optimizing STARS and DASR systems. This optimization involves a series of tasks designed to improve system performance across various military bases both within the continental United States (CONUS) and outside it (OCONUS). The work includes preparation for optimization, on-site activities, post-optimization activities, and remote support as needed. Each task is aimed at refining system operations to enhance detection capabilities while minimizing false targets and improving overall radar accuracy.

Key tasks include Optimization Preparation which involves training and travel planning; On-Site Optimization Activities that consist of making recordings, analyzing data with radar analysis software, updating system adaptations, and conducting presentations on findings; Post-Optimization Activities such as report submissions and maintaining logs; and Remote Optimization Support for addressing concerns from sites remotely when possible. This comprehensive approach ensures that each site receives tailored support to meet its specific needs while maintaining a high standard of operational readiness.

The period of performance for these services is structured with a base year from June 2024 through June 2025, followed by four option years extending through June 2029. This timeline allows for continuous improvement efforts across multiple sites over several years, ensuring sustained enhancements in airspace integration capabilities.
