Description

The U.S. Department of State (DOS), through its National Foreign Affairs Training Center (NFATC), is seeking to broaden its training capabilities by incorporating online courseware and materials. This initiative, facilitated by the General Services Administration (GSA), aims to support DOS's mission by providing comprehensive and accessible training resources to a global audience. The NFATC acknowledges the limitations of traditional classroom settings in reaching its widespread personnel and thus seeks an effective online solution to complement existing educational offerings.

The primary objective of this solicitation is to acquire contractor services that can deliver a robust suite of online training content. This includes off-the-shelf courses, a cloud-based external portal for supplemental learning materials, and a library of online books and audiobooks. The courses should cover a wide array of topics such as accounting, communication, IT systems, leadership, and more, ensuring they are SCORM-compliant and compatible with NFATC's learning management system, Cornerstone. Moreover, the solution must be FedRAMP certified at a moderate impact level to adhere to security requirements.

In addition to general course content, the initiative also focuses on providing resources for industry-standard IT certifications and professional certifications. The contractor must offer training that supports certification exams from reputable organizations like AWS, Cisco, CompTIA, Google Cloud Platform, ISACA, ISC2/3/4/5, Microsoft Office Desktop Certifications among others. This will empower DOS employees with essential skills needed for both personal development and professional advancement within their roles.

The project is slated for an initial period from September 29, 2026 - September 28, 2027 with options for four additional years.
