Description

```html
The U.S. Department of State (DOS), through the General Services Administration (GSA), is seeking to conduct market research to identify qualified small businesses capable of providing Administrative Management Services. This effort is being coordinated by the Bureau of Diplomatic Technology (DT) and specifically involves the Office of Consular Systems and Technology (CST). The primary goal is to support DOS's mission in protecting and assisting U.S. citizens abroad, issuing passports, and managing visa processes for foreign nationals.
The scope of work for this requirement includes comprehensive support for DT/CST's internal and external facing websites and web applications. The contractor will be responsible for overall project management, including transitioning from the incumbent contractor, operations and maintenance, system enhancements, and compliance with security requirements such as iPost. Additionally, there will be a focus on maintaining specific Government-Furnished Equipment at the contractor site for development and testing purposes.
Further responsibilities include migrating and decommissioning selected systems/applications while providing necessary systems support training and knowledge transfer as directed by the government. The work also encompasses ensuring the integrity of secure OpenNet systems within DOS's Bureau of Diplomatic Technology. This initiative is crucial in maintaining efficient consular operations across 300+ locations worldwide, including domestic passport agencies and visa processing centers.
