OVERVIEW:

The Department of Labor (DOL), Office of Workers' Compensation Programs (OWCP) is conducting a market research on OWCP's latest objectives to better understand current industry capabilities along with common practices in Medical Provider Network/Medical Bill Processing (MPN/MBP).

DOL will conduct Industry outreach via one-on-one meetings with individual vendors that are interested in the MPN/MBP requirements starting on August 12, 2024, and concluding on August 16, 2024, to discuss vendor-specific answers to the questions posed by the Government in this Notice. Vendors shall come prepared to discuss their answers to the questions posed in this notice.

WHO:

The DOL Office of Workers' Compensation Programs (OWCP) is inviting interested parties to participate in a planned set of one-on-one sessions with OWCP and its component programs to discuss industry feedback on the requirements for OWCP Medical Provider Network/Medical Bill Processing services as stated in the draft SOO. Please see the list of standard questions that all interested vendors are asked to come prepared to discuss.

Interested parties may contact the DOL/OWCP to reserve a spot for a Two (2) hour timeslot one-on-one session. Each one-on-one session with OWCP personnel will cover the vendor responses to the questions posted with this notice.

WHEN:

One-on-One sessions- August 12, 2024 August 16, 2024, between the hours of 11:00 am Eastern Daylight Time (EDT) and 4:00 pm EDT as stated above

TIME:

One-on-One Sessions: One (1) to Two (2) hour sessions will be scheduled for vendors to provide information on market intelligence- August 12, 2024 August 16, 2024, between the hours of 11:00 am Eastern Daylight Time (EDT) and 4:00 pm EDT as stated above

WHAT:

Interested parties with scheduled one-on-one sessions must present a response to ALL questions posted with this RFI/Notice ("Industry Day Questions-Medical Provider Network-Medical Bill Processing (MPN-MBP).pdf". Vendors will have an opportunity to deliver a Power Point presentation or other visual aid to assist in the discussion. The capability statement may be presented in addition to the requested responses.

SCHEDULING FOR ONE-ON-ONE SESSIONS :

A two (2) hour session must commence by 2:00 pm EDT to meet a 4:00 pm EDT completion time.

There will be no sessions scheduled between the hours of 1:00 pm EDT and 2:00 EDT pm.

No Cost associated with either virtual industry day event via Microsoft Teams

REGISTRATION:

One-on-One sessions - Space is limited to a first come first serve basis up to a maximum of 10 total registrants. Registration is open from July 26, 2024, through August 9, 2024. Once registration closes, vendors will receive an email with a Microsoft Teams link to join the event with their scheduled meeting time.

Background
The U.S. Department of Labor (DOL), Office of Workers’ Compensation Programs (OWCP) is conducting market research to understand current industry capabilities and practices in Medical Provider Network/Medical Bill Processing (MPN/MBP).

This initiative aims to enhance OWCP's objectives and improve the services provided to claimants. The OWCP administers four occupational injury/illness compensation programs, focusing on mitigating the impact of work-related injuries and illnesses through medical and other benefits.

Work Details
The contractor will provide a nationwide medical provider network (MPN) and consolidated medical bill processing (MBP) services. Key tasks include:
- Interfacing with OWCP National Office and District Office staff.
- Providing a full-service centralized mailroom for receiving medical bills, attachments, and other documents.
- Scanning and data entering received documents.
- Processing bills for payment or denial and issuing Explanations of Benefits.
- Reimbursing through electronic funds transfer (EFT) when necessary.
- Handling requests for adjustment, authorization of services, suspense resolution, and appeals processing.
- Operating a Call Center for inquiries from providers and claimants.
- Implementing an interactive voice response (IVR) system for automated inquiries.
- Ensuring secure access to images of bills and correspondence, along with bill adjudication history.
- Sending transactional files to OWCP based on specified formats.

Place of Performance
Services will be performed at production facilities established by the Contractor in the continental U.S., with potential approved alternate remote worksites.
