DOJ USMS - Fit-for-Duty Medical Exams - MRAS

The Department of Justice (DOJ), in collaboration with the General Services Administration (GSA), is conducting market research to support the Justice Prisoner Air Transportation System (JPATS). The primary goal of this contract is to ensure the safety, security, and efficiency of transporting federal and non-federal prisoners, undocumented noncitizens, and military prisoners. To achieve this objective, JPATS requires comprehensive medical examinations and drug testing for Aviation Security Officers (ASOs) who play a critical role in maintaining order during these transport operations.

The requested work involves providing initial and annual "fit-for-duty" medical exams for JPATS ASOs. These examinations are essential to confirm that ASOs are in optimal physical condition and capable of handling the demands of their duties. The contractor will be responsible for conducting these exams at designated facilities in Oklahoma City, OK, and Kansas City, MO. The exams will include a thorough physical assessment, drug screening for five specific illegal substances (amphetamines, cocaine, marijuana, opiates, and PCP), as well as a tuberculosis skin test. Additionally, optional flu shots may be administered based on the ASO's preference.

The contractor must ensure that all examinations adhere to relevant OSHA requirements for medical facilities. A Board Certified Physician or Nurse Practitioner should be available to perform these certifications within 24 hours of notification. The contractor will also need to provide recommendations regarding each ASO's ability to safely perform their duties without posing risks to themselves or others involved in prisoner transport operations.

ASOs must meet stringent functional and environmental requirements due to the nature of their work. This includes heavy lifting, operation of motor vehicles, prolonged standing or sitting periods, and functioning under extreme climatic conditions without restriction. By ensuring that all ASOs meet these rigorous standards through comprehensive medical evaluations and testing procedures outlined in this contract request by DOJ through GSA's market research initiative.
