DOJ FBI - Insider Threat Analysts - MRAS

The General Services Administration (GSA) is conducting market research on behalf of the Department of Justice (DOJ) for a project involving the Federal Bureau of Investigation (FBI). The primary goal of this contract is to support the FBI's Insider Threat Office (InTO) by providing analytical services. This initiative aligns with the FBI's mission to protect and defend the United States against various threats, including terrorism and foreign intelligence activities, while upholding and enforcing U.S. criminal laws. The InTO serves as a strategic hub for addressing insider threat issues, which can include espionage, unauthorized information disclosures, and other security risks.

This project arises from Executive Order 13587 issued in 2011, which mandates federal agencies that operate or access classified computer networks to establish programs for safeguarding classified information and detecting insider threats. An insider threat refers to individuals within an organization who may misuse their access to harm U.S. security interests, whether intentionally or unintentionally. The InTO's mission is crucial in detecting, deterring, and mitigating these risks through comprehensive analysis and coordination efforts.

The scope of work for this contract involves providing time-and-materials or labor-hour-based analytical support services to the FBI's Insider Threat Office. These services are intended to enhance the office's ability to detect potential insider threats by analyzing data patterns and trends that could indicate malicious activity or vulnerabilities within the organization. This recompete effort follows a previous contract awarded under BPA SIAS 0006, with its final option year concluding in September 2025.
