DOJ BOP - Prison Commissary Supply BPA - MRAS

The Department of Justice (DOJ), through the General Services Administration (GSA), is conducting market research to support the Federal Bureau of Prisons (BOP) Trust Fund Branch. This initiative seeks to establish Blanket Purchase Agreements (BPAs) for commissary resale items, focusing on a comprehensive range of products that cater to the needs of inmates across the nation. The BOP Trust Fund, created in 1930, operates as a self-supporting program under DOJ Circular No. 2126 and is dedicated to enhancing inmate welfare and recreation through efficient commissary services.

The primary objective of this Request for Information (RFI) is to identify capable vendors who can provide a complete catalog of approved resale items necessary for BOP commissary operations. Vendors are expected to deliver these items nationwide, adhering strictly to BOP standards and firm-fixed pricing terms. The scope includes food and beverage products such as Halal-certified, Kosher, and Passover-approved foods; religious items like prayer rugs and books; health and hygiene products including OTC medicines; clothing; arts and crafts supplies; recreational items; and general merchandise such as stationery and small electronics.

Vendors must demonstrate logistical capacity for nationwide delivery within seven calendar days without imposing minimum order quantities or dollar thresholds. Additionally, they must support a pallet return or exchange program while maintaining firm-fixed prices throughout the BPA's duration. The performance requirements also stipulate that vendor prices exclude retail markups since the BOP applies its own internal markup on commissary goods. This RFI serves as an essential step in developing an acquisition strategy that ensures inmates have access to essential goods while supporting their rehabilitation and well-being.
