DOJ - BOP Fire Alarm System Replacements - Multiple Locations - MRAS

The General Services Administration (GSA), on behalf of the Department of Justice (DOJ), is conducting market research to identify potential contractors for a project involving the replacement of fire alarm systems at multiple Federal Bureau of Prisons (BOP) facilities. This initiative underscores the DOJ's commitment to maintaining high safety standards and ensuring compliance with contemporary fire safety codes and regulations. The overarching goal is to enhance the reliability and functionality of fire alarm systems across twelve BOP institutions, thereby safeguarding both staff and inmates.

The work requested involves a comprehensive overhaul of existing fire alarm systems, requiring contractors to supply all necessary labor, equipment, materials, programming, training, and incidental services. The new systems must include Edwards EST-4 Fire Alarm System components or an approved equivalent. The contractor will be responsible for programming these components, verifying system functionality, and coordinating closely with BOP personnel to ensure seamless integration within each facility's operational framework. Compliance with standards such as NFPA 101 (2024 Life Safety Code), NFPA 72 (2025 Fire Alarm Systems), NEC 760 (Fire Alarm Circuits), UL/ULC Listings for all components, NIST SP 800-53 controls, as well as DOJ/BOP program statements and institutional safety/security rules is mandatory.

The scope of work entails conducting preliminary site assessments at each facility to validate device quantities and programming requirements. Contractors will provide all necessary fire alarm panels, devices, power supplies, programming laptops, and spare parts. They must also perform thorough programming, verification, troubleshooting tasks to ensure fully functional systems are in place. Additionally, the contractor is expected to deliver comprehensive documentation including as-builts and training materials along with spare parts kits for ongoing maintenance. It should be noted that installation tasks such as conduit placement and wiring will be handled by BOP staff.
