Description

The U.S. General Services Administration (GSA), on behalf of the Department of Energy (DOE), is conducting market research to explore capabilities in providing comprehensive technical research, engineering, and development services. This initiative supports the DOE's National Nuclear Security Administration (NNSA) and focuses on the Defense Nuclear Nonproliferation (DNN) program. The overall goal is to enhance safety, nonproliferation efforts, environmental protection, and community engagement across various sites including the Nevada National Security Site (NNSS), Nevada Test and Training Range (NTTR), and numerous environmental monitoring locations in Nevada, Utah, and California.


The scope of work for this contract encompasses a broad range of technical areas. These include subcritical experiment safety, non-proliferation research, radiation safety measures, and studies in geology, hydrology, paleohydrology, meteorology, climatology as well as atmospheric sciences. Additionally, there is a significant focus on environmental protection activities such as remediation efforts and monitoring programs to ensure compliance with regulatory standards. The contractor will also engage in cultural resource management and historic preservation tasks while facilitating community outreach initiatives designed to bolster DOE/NNSA's credibility concerning its environmental stewardship.


In fulfilling these responsibilities, the contractor will provide essential services that cover both technical research and operational support. This includes developing technical strategies for program management support; preparing cost estimates; aiding in budget formulation; supporting baseline development; conducting document reviews; preparing comprehensive reports; and engaging in peer review processes for academic articles. The contractor will also be required to interface with other contractors and public stakeholders effectively to address hydrologic concerns along with broader environmental health issues at the NNSS.
