The Airspace Mission Planning Division at Hanscom AFB, MA is conducting market research for the Mobility Air Forces (MAF) Automated Flight Planning Service (MAFPS). MAFPS provides automated flight planning for Air Mobility Command (AMC) while considering fuel efficiency, operational needs, and mission indexing. The software integrates the Common Autorouter Baseline (CARB) and MAFPS to incorporate threat analysis in auto routing. MAFPS is a National Security System with high availability requirements and currently processes approximately 7,500 flight plans per week. The anticipated period of performance for this contract is from August 1, 2024, to September 30, 2029.

The work to be acquired includes providing an enterprise flight planning service for the MAF through server suites deployed in Cloud One. The current MAFPS SLOC count is approximately 2.55 million and growing as capability enhancements are added. The software program deploys full versions every 13 weeks with monthly patches to address cyber-related updates and high-priority deficiency resolutions. MAFPS offers valuable tools such as the Web-Based Global Flight Planning Tool, a 3-D Cesium WebMap, Air Operations Client, and the GFP Common Component. It also includes help desk support, cloud operations, and user training classes.

Interested contractors are requested to provide information including business name and address, company representative details, small business socio-economic status if applicable, CAGE code, DUNS number or SAM UEI, and applicable contract vehicles the company has contracts with. Responses should be limited to eight pages in Times New Roman 12-point font and must be submitted by June 1, 2023. All submissions become government property and will not be returned.
