The Naval Submarine Base (NSB) Kings Bay is seeking a contractor to evaluate the beneficial use of dredged material (BUDM) opportunities in and around NSB Kings Bay. The primary objective is to maximize the amount of potential BUDM opportunities and ensure that the sites are acceptable options for stakeholders. The contractor will analyze sediment transport and shoaling within the subbase channel, propose alternatives to reduce shoaling, and explore engineering solutions using natural forces. They will also conduct a thorough analysis of potential BUDM sites, considering cost efficiencies, increased capacity, navigation benefits, and environmental and community benefits. The project has a performance period of 730 days.

The contractor will be responsible for completing various tasks within the project planning phase, including hosting a kickoff meeting, developing a project work plan, and submitting deliverables such as meeting agendas and minutes. Analytical tasks include conducting sediment transport and shoaling analysis, evaluating beneficial use site scoping, and performing benefit/cost and trade-off analyses. The contractor will also be required to select a beneficial use operations plan based on their analysis and consultation with stakeholders. Throughout the project, monthly status meetings will be held, and a final report will be submitted that includes documentation of all analytical data, sediment transport analysis, the selected operations plan, and necessary actions for implementation.

The schedule for the project includes specific milestones for each task, with completion dates ranging from 7 to 715 calendar days after Notice to Proceed (NTP). Meeting minutes must be submitted within 5 calendar days of each meeting, and the government will provide comments within a 10-calendar day review period.
