DHS - USSS Audit Inspection Support - Market Research

The Department of Homeland Security (DHS), through the General Services Administration (GSA), is conducting market research to support the DHS Office of Inspector General (OIG) in its mission to provide independent oversight and promote excellence, integrity, and accountability within the department. The OIG is seeking a Protective Operations Analyst with specialized expertise in United States Secret Service protective operations. This initiative comes in response to specific events that occurred on July 13, 2024, in Butler, Pennsylvania, necessitating a thorough review and analysis of Secret Service protective measures.

The primary goal of this contract is to leverage expert services for reviewing and analyzing Secret Service procedures and operations. The contractor will focus on protective operations related to counter-sniper tactics and event security planning. This includes examining documentation such as interview transcripts, policies, procedures, site survey plans, threat assessments, and training curricula. The contractor's responsibilities include summarizing findings from document reviews and providing written analyses that identify any deviations from standard procedures.

In addition to document analysis, the contractor will prepare for and attend meetings or observational site visits alongside DHS OIG personnel and other stakeholders. They are tasked with preparing briefing materials and summarizing key points from these engagements promptly. Detailed analyses of past events involving Secret Service protective activities will be conducted by the contractor to prepare monthly progress reports culminating in a comprehensive final report that summarizes all findings and recommendations.

The contract stipulates that the contractor must provide highly qualified personnel with specialized knowledge of Secret Service operations particularly those involving counter-sniper tactics and ensure continuous support throughout the performance period. Key positions within this SOW include a Project Manager who possesses significant operational experience at a senior leadership level within similar protective operations contexts.
