Description

The Department of Homeland Security (DHS), in collaboration with the General Services Administration (GSA), is conducting market research to support the U.S. Citizenship and Immigration Services (USCIS) Office of Security and Integrity (OSI). The primary goal of this initiative is to enhance the security and integrity functions within USCIS by providing comprehensive administrative support services across various USCIS locations. This effort aims to ensure that security operations, including identity verification and access management, are conducted efficiently while maintaining high standards of professional responsibility.

The work being requested involves a range of administrative security support services at USCIS Credentialing Facilities (DCFs). The contractor will be responsible for supporting daily operations related to Personal Identity Verification (PIV) card issuance, which includes enrolling, issuing, revoking, recovering, and destroying these cards. Additionally, the contractor will manage access control systems by granting authorized physical access to office spaces upon request and maintaining accurate records within access control databases.

Further responsibilities include providing fingerprinting services for DHS personnel using appropriate equipment and ensuring that all activities are tracked accurately through reports on card production and access control. The contractor will also be expected to deliver exemplary customer service by managing appointments for PIV processes and addressing inquiries via phone or email. These tasks are critical in supporting USCIS field offices without diverting their staff from essential mission duties.

This contract will fall under the oversight of the Headquarters Contracting Officer Representative (COR) and Government Program Manager (GPM), ensuring that all contracted activities align with USCIS's strategic objectives. By fulfilling these requirements, the contractor will play a vital role in upholding the integrity and security standards necessary for safeguarding America's promise as part of DHS's broader mission.
