DHS USCG - Property Support Bridge Contract - MRAS

The U.S. General Services Administration (GSA), on behalf of the Department of Homeland Security (DHS), is conducting market research to gather insights and capabilities related to a specific contract requirement for the United States Coast Guard (USCG). This initiative is part of an effort to address and improve upon previously identified material weaknesses and internal control deficiencies in the management of real and personal property. The main goal is to enhance the efficiency and effectiveness of property management procedures, ultimately moving towards sustaining established policies, procedures, and controls.

The USCG requires specialized support in financial project management, audit processes, and business process improvement for its real and personal property program. The contractor will be tasked with maintaining SharePoint systems, conducting asset analysis and accounting, and assisting with policy review and revision. Additionally, major activities include supporting independent audits, implementing audit remediation strategies, and managing inventory processes. These efforts are crucial for enabling the USCG to achieve clean full-scope audit opinions in these areas.

To meet these objectives, a range of professional roles will be engaged, including senior accountants/auditors, journeyman accountants/auditors, junior accountants/auditors, SharePoint developers as technical specialists, and project managers. The work will adhere to various compliance documents such as the DHS Personal Property Asset Management Manual (PPAMM), DHS Financial Management Policy Manual (FMPM), USCG Personal Property Management Manual (PPMM), among others. These documents provide essential guidelines for ensuring that all tasks align with federal standards in accounting for property management.
